2021 Annual Report: District 4

Overview

District 4 has 85 allotted commissioned personnel that support the agency’s mission of enhancing the safety and security of our state through education and traffic law enforcement in the seven easternmost counties of Washington.  District 4 Headquarters is located in Spokane with detachment offices located in Colville, Colfax and Ritzville.

Key Measurements and Statistics

The year 2021 was a challenging year for the district and law enforcement in general.  The district experienced a 16 percent increase in total collisions in 2021 with fatality collisions unfortunately seeing a 47 percent increase.  The total DUI related collisions were down five percent for the year with speed related collisions seeing a slight increase of five percent.

Although the district ended 2021 with a 28 percent trooper vacancy rate, total contacts in the district were only down 12 percent, which is a testament to the dedicated efforts of the troopers to remain engaged in traffic law enforcement duties in support of the agency’s collision reduction goals.

Successes of 2021

District 4 maintained close working relationships with agency partners such as Washington State University (WSU), Washington State Department of Transportation (WSDOT), the City of Spokane, Spokane County and others.  Though many events were ultimately canceled or scaled down due to the pandemic, planning and support still occurred for the events that were held.

Despite the cancellations and disruptions caused by the COVID-19 pandemic, District 4 enforcement personnel continued strong efforts in support of public safety.  District 4 administrative staff adjusted to teleworking and adjusted office operations while maintaining a high level of productivity and service to the public.
