2021 Annual Report: Labor and Policy

Overview

The Labor and Policy Office is responsible for Washington State Patrol’s labor relations, representing the agency at master agreement negotiations for commissioned officers (RCW 41.56) and civil service (RCW 41.80) union contracts (WSPTA, WSPLCA, WFSE, WPEA, PTE Local 17, and Coalition) as well as with internal union/management decisions.

Additionally, Labor and Policy consults with agency managers regarding policy and collective bargaining obligations, and coordinates with the Office of the Attorney General regarding agency legal representation and advice as well as with the Office of Financial Management State Human Resources Labor Relations Section on collective bargaining matters such as wages, hours, working conditions, and methods used in dispute resolution.

The Labor and Policy Advisor serves as the agency Ethics Advisor over issue-specific questions, as well as overall government ethics training.

Successes of 2021

Labor and Policy received 18 grievances, of which 11 have been resolved at agency in 2021.

In a group effort with Attorney Generals Office, Office of Financial Management and the Washington State Patrol Trooper Association, Labor and Policy entered into a Memorandum of Understanding regarding proactive patrolling on state roadways in the Indian country of the Yakama Nation after five years of negotiations.

The completion of the first Trial Board that the Washington State Patrol has had in recent history while in a teleworking environment was another success story of 2021.
