The Washington State Patrol Tow and Wrecking program conducts annual business inspections on Registered Tow Truck Operators (RTTO), hulk haulers, wrecking yards, and scrap processors for the Department Of Licensing (DOL). The WSP has a Letter of Appointment (LOA) with over 400 RTTO businesses that conduct law enforcement impounds for the agency. The WSP has authority to investigate complaints on RTTOs with an LOA with the WSP or complaints regarding equipment for any RTTO.

The WSP does not investigate complaints regarding vehicle impounds conducted by other law enforcement agencies. The WSP does not investigate complaints regarding impounds from private property such as apartment complexes, retail stores, or other private businesses. WSP will only accept RTTO complaints on vehicles impounded by a WSP Trooper or a complaint regarding a tow truck’s equipment for all RTTO tow trucks.  If you are filing a complaint about a tow truck’s equipment or a vehicle impounded by the WSP, click here.

WSP does not have the ability to locate privately impounded vehicles or vehicles impounded by other law enforcement agencies. You will need to contact the local law enforcement agencies in the area where you believe the vehicle was towed. Storage Rate: $75.00

Hourly Labor / After Hours Release: Extra RTTO driver/employee $149.00 per hour. Based on one-half the current Class A Truck Rate; must include supporting documentation showing continuous employment.

Casual Labor: Charges based on cost (must have supporting documentation), plus 25% mark-up.

Auxiliary Equipment: Charges based upon actual cost of equipment (must have supporting receipt), plus 20% mark-up.

Handling and Disposing of Hazardous Materials: Charges based upon cost of handling and disposing (must have supporting documentation) plus 20%  mark-up.

Extra Equipment/Manpower: Only the registered or legal owner of a vehicle or the officer in charge of the scene, where it is clearly apparent that additional manpower and/or auxiliary equipment is needed, can authorize extra labor or equipment as outlined in WAC 204-91A-140(d).
