2019 Annual Report: Prevention Division

Overview

The Prevention Division consists of the Inspection, Plan Review, Licensing, Hazardous Materials, All-Risk Mobilization, Basic Firefighter Training, and Certification programs. These programs serve the state’s most vulnerable populations, the fire service and law enforcement, as well as the fireworks, fire sprinkler, and cigarette industries.

Successes of 2019

The October 2019 International Fire Service Accreditation Congress (IFSAC) reaccreditation site visit was successful, and our office received full accreditation on 21 levels.  Four new levels within the Driver/Operator Standard National Fire Protection Association 1002 – Aerial, Tiller, Mobile Water Supply, and Airport Rescue Firefighter, as well as Fire Officer 3 and 4 were added.

More than 1,800 students were trained through the Hazardous Materials program. Courses include Awareness, Operation, Technician, Incident Commander and other specialty courses.

More than 1,600 initial fire and life safety inspections were conducted and more than 1,000 reinspections completed.  These inspections include hospitals, nursing homes, assisted living facilities, childcare facilities and more.  Our inspectors enforce applicable state and federal codes striving for the highest level of fire safety.

There were 47 school plan reviews and 34 contracted plan reviews conducted in 2019.

There were nearly 1,000 fireworks licenses issued, and more than 3,000 licenses or certificates issued through the fire sprinkler program.  There were 14 fire sprinkler demonstration trailer events held, and 24 fire sprinkler trainings conducted.  The fire safe cigarette program continues its licensing functions.

There were five fire Mobilizations authorized in 2019 resulting in an estimated cost of $1,125,000.

The 2018 Fire in Washington Annual Report was published on April 1, 2019.  At that time, 284 fire agencies provided data, which represented a 61 percent participation rate.

A Training and Education Workgroup has been established to develop a preferred practices model for fire service related disciplines.  Fire service partners are at the table discussing training and education in hopes of ensuring the very best training and education is available and delivered in our state.  Ensuring our fire service personnel are qualified, competent, and confident will increase the safety, knowledge, and skills of those that serve our public every day.
