Overview
The Washington State Patrol (WSP) Property Management Division is a team of installers, technicians, warehouse operators, procurement specialists, data consultants, fiscal technicians, project coordinators, electricians, maintenance mechanics, scale technicians, professional office staff, supervisors, and managers dedicated to providing excellent customer service to all internal and external stakeholders through consistency, efficiency, and professionalism.
Key Measurements and Statistics
- Purchased 293 vehicles
- 176 new 2020 Ford Interceptor EcoBoost SUV’s were ordered
- Ordered 3 Ford Interceptor hybrid SUV’s for the Commercial Vehicle Enforcement Bureau
- Built or refurbished 90 pursuit vehicles for the 111th and 112th Trooper Basic Training Classes
- 245 high-mileage vehicles stripped of equipment and sent to State Surplus; an increase of 93% compared to 2018
- $663,079 received from vehicle sales and returned to Fleet vehicle budgets
- Completed 3,247 purchase orders for a total of $26,608,317
- Completed 3,336 item requests for a total of $1,368,852
- Price negotiations saved the agency $109,527
- Outfitted one Cadet Arming Class, two Trooper Basic Training Classes, and one CVEO Basic Training Class
- The Facility Section continued to support statewide commercial vehicle weight enforcement by certifying over 50 weigh stations and 800 portable scales throughout the state
Successes of 2019
- Received approval to create a new FTE position and hired an Equipment Technician 1 to remove equipment and prepare vehicles for sale
- Fleet staff traveled to all district offices and most detachment offices to reprogram an emergency lighting issue
- Fleet worked closely with CVEB and used recovered vehicle sale funds to purchase 17 vehicles for the Criminal Investigation Division (CID). For perspective, CID is funded for 2 vehicles per biennium
- Fleet equipment installers worked together to design and implement equipment installation processes to adapt to body style changes in 2020 Ford Interceptor SUV’s
- Fleet took steps to mitigate contract issues with tire purchases, emergency lighting purchases, partitions, consoles, and other law enforcement equipment purchases.
- Developed WSP Small Purchase Training. Supply staff taught 12 classes with a total of 217 attendees.
- Procured and deployed 1,200+ Individual First Aid Kits (IFAK)
- Procured mission critical equipment for the Vancouver High Throughput Lab including:
- Differential Extraction for Automation
- DNA Purification Chemistry
- Liquid Handler Workstation
- Finalized the non-custom uniform contract for Law Enforcement Equipment
- Completed the construction of the New Ridgefield Port of Entry in partnership with WSDOT
- Current projects include:
- Roof replacements at three locations around the state
- Generator replacements at six locations
- Emergency Repairs
- Crime Laboratory renovations at two locations
