Overview
The Prevention Division consists of the Inspection, Plan Review, Licensing, Hazardous Materials, All-Risk Mobilization, Basic Firefighter Training, and Certification programs. These programs serve the state’s most vulnerable populations, the fire service, and law enforcement, as well as the fireworks, fire sprinkler, and cigarette industries.
Key Measurements and Statistics
*Due to the COVID-19 pandemic, Recertification Surveys for Hospitals, Ambulatory Surgical Centers, Nursing Homes, ICF/IID facilities, Assisted Living, and Group Homes were put on hold in March, 2020 through Governor Inslee’s various proclamations.

Successes of 2020
- In March 2020, the Prevention Division was able to successfully transition into a teleworking environment while maintaining essential work throughout the COVID-19 pandemic.
- In partnership with WSP Supply Section and DSHS, staff were provided appropriate personal protective equipment to meet the requirements established during the COVID-19 pandemic.
- Nearly 1,000 fireworks licenses were issued through the fireworks program.
- More than 3,200 licenses or certificates were issued through the fire sprinkler program.
- Nearly 1,800 students were trained through the hazardous materials program. Courses included Awareness, Operation, Technician, Incident Commander, and other specialty courses.
- Staff performed 70 school plan reviews and 33 contracted plan reviews.
- 24 Mobilizations were authorized in 2020, resulting in an estimated cost of $16,935,000
- The 2019 Fire in Washington Annual Report was published on April 1, 2020. At that time, 313 fire agencies provided data, which represented a 67 percent participation rate.
