Overview

The Washington State Patrol (WSP) Property Management Division is a team of installers, technicians, warehouse operators, procurement specialists, data consultants, fiscal technicians, project coordinators, electricians, maintenance mechanics, scale technicians, professional office staff, supervisors, and managers dedicated to providing excellent customer service to all internal and external stakeholders through consistency, efficiency, and professionalism.

Key Measurements and Statistics

  • Completed 2,547 purchase orders for a total amount of $17,002,634.61.
  • Completed 3,301 item requests for a total value of $1,409,944.81.
  • Outfitted 2 Cadet Arming Classes and one Trooper Basic Training class.
  • Procured over $300,000 of personal protective equipment including masks, gloves, disinfectants, sanitizers, etc.
  • Procured in excess of $90,000 of equipment for Rapid Deployment Teams, much of which supported their efforts dealing with civil unrest in 2020.
  • 186 new vehicles issued.
  • Stripped 143 vehicles of equipment and sent 104 to State Surplus.
  • $468,030 received from vehicle sales and returned to Fleet vehicle budgets.
  • Fleet purchased 141 vehicles and 7 BMW motorcycles to replace high mileage vehicles.
  • 5 hybrid pursuit vehicles purchased and issued.
  • Built or refurbished 90 pursuit vehicles for trooper cadets in the 113th and 114th Trooper Basic Training Classes.
  • The Facility Section continued to support statewide commercial vehicle weight enforcement by certifying over 50 weigh stations and 800 portable scales throughout the state.
  • 98% run rate on our emergency generators.

Successes of 2020

  • Coordinated with the Department of Enterprise Services (DES) in the re-bid of the WSP Custom Uniform contract, expected to be in place in the spring of 2021.
  • Early on in the pandemic, Supply coordinated the delivery of scientific equipment to the University of Washington to conduct Covid-19 testing.
  • Provided logistical support to the agency even with 80% of the supply staff teleworking due to Covid-19.  Much of this was personal protective equipment needed to maintain business functions.
  • Fleet took appropriate COVID-19 precautions and was able to maintain shop operations for the entire year.
  • Received a credit from Ford Motor Company in the amount of $106,500 in appreciation for being patient with slow vehicle deliveries.
  • Coordinated with DES to finalize a contract for law enforcement vehicle equipment parts.
  • Leased an all-electric Chevrolet Bolt and converted it into a marked WSP vehicle to be used for parking enforcement on the Capital Campus.
  • Completed construction of the Vancouver Crime Lab DNA Expansion.
  • Completed Repairs to the Shelton Training Tank.
  • Completed over $300,000 in Emergency Repairs keeping our facilities functioning.
  • Installed new generators at Maple Falls and Queets Communication Sites.
