2021 Annual Report: Property Management Division

Overview

The Washington State Patrol (WSP) Property Management Division is a team of installers, technicians, warehouse operators, procurement specialists, data consultants, fiscal technicians, project coordinators, electricians, maintenance mechanics, scale technicians, professional office staff, supervisors, and managers dedicated to providing excellent customer service to all internal and external stakeholders through consistency, efficiency, and professionalism.

Key Measurements and Statistics

    • The Facility Section continued to support statewide commercial vehicle weight enforcement by certifying 50 weigh stations and over 800 portable scales throughout the state.
    • 98 percent run rate on our emergency generators.
    • Facilities completed 841 work orders this past year.
    • Fleet issued 153 new vehicles.
    • Fleet prepared and sent 181 vehicles to State Surplus for sale.
    • Fleet received $655,310 from vehicle sales, which was returned to Fleet vehicle budgets.
    • Fleet purchased and received 147 vehicles.
    • Fleet deployed six new hybrid pursuit vehicles.
    • Fleet refurbished 80 used pursuit vehicles for trooper cadets in the 114th and 115th Trooper Basic Training Classes.
    • The Supply Section completed 2,739 purchase orders totaling $20,537,295.
    • The Supply Section completed 2,793 item requests totaling $1,143,004.
    • The Supply Section outfitted one Arming Class and two Trooper Basic Training classes.

Successes of 2021

    • Completed six generator replacements throughout the state.
    • Completed two roof replacements.
    • Completed over $250,000 in Emergency Repairs keeping our facilities functioning.
    • Replaced four major HVAC units, which included new units for both Supply and Facilities.
    • Procured the building permit and successfully bid the $7.5 million new Burn Building. Construction is projected to start in the spring of 2022.
    • Fleet took appropriate COVID-19 precautions and was able to maintain shop operations for the entire year.
    • Despite staffing challenges, Fleet set a monthly vehicle installation record of 35 vehicle installations, surpassing the previous record by four vehicles. This was accomplished without the use of overtime and with only one week during the period at full staff level.
    • The Supply Section procured in excess of $5 million of goods and services for the Crime Lab Division including several comparison microscopes.
    • The Supply Section procured a new Lenco BearCat for the SWAT Team. This procurement took a year to complete due to manufacturing disruptions brought on by the COVID-19 pandemic.
    • The Supply Section procured a new Lycoming engine for a Cessna airplane in support of the Aviation Division.
    • The Supply Section successfully bid the WSP Custom Uniform.
